MEETING OF HEADS OF POLICIES UNDER THE PRESIDENT OF THE REPUBLIC
November 28, 2015
COMMUNICATION FROM THE PRESIDENCY OF THE REPUBLIC

At the request of Prime Minister. Alexis Tsipras, President of the Republic Mr. Prokopios Pavlopoulos convened today, November 28, 2015 at 12.00, a meeting of political leaders of parties represented in Parliament, in the chair.
In the meeting took part:
• The Prime Minister and President of SYRIZA, Mr. Alexis Tsipras,
• The transitional leader of ND, in his capacity as Leader of the Opposition, Mr. John Plakiotakis,
• The Head of the Republican coalition PASOK-DIMAR Ms. Fofi Genimmata,
• The Head of the Party "The River", Mr. Stavros Theodorakis,
• The Chairman of the Independent Greeks, Mr. Panagiotis Blazing and
• The President of the Center Union Mr. Vassilis Leventis.

During the meeting, the Prime Minister proceeded to inform political leaders on the matters contained in the recommendation to the President of the Republic for the convening of a meeting of political leaders of parties represented in parliament.


After deliberation, the following statement was issued:

I. Refugees:
The refugee problem is common to all Member States of the European Union, since especially in the current dramatic situation concerns, literally, consistency and overall perspective of the European Union. For this reason the European Union, with t 'competent bodies, has to face the acute refugee coordinate problem in terms of humanism and solidarity for refugees, and security for the peoples of Europe, which means zero tolerance or negligence for terrorists.

In this context the European Union should:

1. N 'take a leading role in ending the war in Syria, in order to facilitate so the earliest possible return of refugees to their homes.
2. To impose on all Member States to fully implement the rules of solidarity in dealing with the refugee problem, as under European and international law, with specific penalties against those Member States which refuse n 'match. Given that it is inconceivable for Greece to suffer alone the consequences of all of refugee flows.
3. To promote cooperation with Turkey -on which the Greece already made this Act; order n 'take responsibility for creating a stable and reliable mechanism of movement of refugees from Turkey into the European Union. It must however wishes instead and the fact that to date the unlawful conduct of the Turkish authorities during the movement of refugees. Further it should be made clear to Turkey that the accession process depends on the full respect of the European institutional and political acquis, including course and respect the obligations of Turkey arising from their own readmission agreements.
4. To provide the necessary assistance to our country, particularly in terms of financial and logistical support for the conditional humanitarian treatment of refugees, recognizing at the same time that Greece's borders are borders of the European Union. The borders defined kyriarchos from Greece and stored kyriarchos from Greece. Consequently, any cooperation in guarding the European borders means only between Greece and the European Union, excluding joint patrols with Turkey, in whatever form. Such cooperation between Greece and the European Union requires substantial helping Greek authorities by Frontex, which must be converted into real European Coast Guard.

II. REVIEW OF THE CONSTITUTION - EKLOGIKOS LAW:

As for the Revision of the Constitution recognized the need for discussions during the relevant parliamentary proceedings be conducted with the main objective to achieve the greatest possible consensus, as is required by the relevant provisions of the Constitution. And as to the electoral law, it recognized the need for change, in this House, for the proportional, but without affecting the substance of the Constitution positive government stability.

III. INSURANCE:

As for the Insurance, it recognized the need, in the respective parliamentary procedures to conduct thorough substantial dialogue aimed at ensuring the sustainability of the pension system and avoid further reductions of pensions, within the framework of the commitments undertaken by the country.

On his part, Leader of the Opposition and the transitional President of New Democracy Mr. John Plakiotakis, the following total reservation formulated:
"The current acute refugee crisis is a result of both international developments and the negative attitude of Turkey and ineffective policy of the Government. Obviously there are responsibilities in the European Union delayed reaction.

As a matter of principle we are against the reduction of pensions. The Insurance anyway discussed in the context of parliamentary procedure.

Finally, on the Revision of the Constitution, to apply what is foreseen by the Constitution for the process. The New Republic has already tabled a proposal. The firm position of New Democracy is in favor of the government's stability. Moreover it was not on the agenda. "

On the side of the head of the Democratic coalition PASOK-DIMAR Ms Fofi Genimmata the following reservation formulated specifically for the Insurance:

"On the issue of the Insurance dialog box is the parliament and not a meeting of political leaders under President of the Republic. This issue was not discussed in substance all these hours, therefore there can be no joint communiqué. Not enough wishful thinking on the part of the Government. We expect specific proposals within the framework of the parliamentary dialogue. The Democratic coalition PASOK-DIMAR have a clear "red" line: no reduction of pensions. Public opened dialogue and tabled our proposals, that are available and the Government for sustainable solutions and decent pensions. In no event shall Democratic coalition will not vote in the House reduce pensions. "
