Assad added that members of guerrilla organizations will have a full pardon if they are ready to lay down their weapons, but argued that disarmament does not seem to be an option for members of the Islamic State or the Front al Nosra (offshoot of al Qaeda Syria).

"When you hand over their weapons and return to their normal lives, the government will grant them amnesty," he said.
