"When you hand over their weapons and return to their normal lives, the government will grant them amnesty," he said.
"I do not blame any (crime), you are free to return to your normal lives, but to your peaceful lives," he said.
At the same time, he said that among the Syrian refugees who are arriving in Europe and seek asylum there are terrorists.
Asked whether Europeans should fear refugees from Syria, Assad replied: "it's a mixture. The majority of Syrians are good, patriots ... But certainly among them have crept terrorists, that's true. "
